I am currently level 51 with maxed out skills in Armourer, Science, and 1 LVL in Robotics Expert and I have yet to be offered an upgrade no matter how long I wait or how many quests I complete. If someone still doesn't have the upgrade can you verify if you have the Armorer perk (mine is at level 3)?

I don't know if there is someone out there that can confirm whether or not the Armorer perk and the Shroud Armor upgrade are related. After putting 3 points in the Armorer perk, I got the radio station within a couple hours or playing. All of which I had 0 or 1 point in previously. So far, playing the robot DLC, I have invested points in Blacksmith, Armorer, Science, and Robotics Expert. I think maybe it has to do with the Armorer perk. Today, seemingly randomly, I got the Shroud radio station telling me that my upgrade was available. I was never able to get the upgrade even though whats-his-face is back in the memory den. I am now level 105 and about 300 hours into this game. I finished this quest somewhere around level 50ish I would say.
